Anna Silva

Anna Silva was appointed to serve as the acting secretary of New Mexico’s General Services Department (GSD) by Governor Michelle Lujan Grisham on Dec. 13, 2024. She will also continue to serve as the Facilities Management Division Director, a position she has held since 2019.

Previously, she served as deputy secretary of GSD overseeing a $400 million budget, managing more than 6.8 million square feet of state assets, and leading innovative projects that enhanced efficiency and sustainability. She has also served as the Strategic Sourcing Bureau Chief.

Silva is a seasoned leader with extensive experience in management operations, strategic planning, and legislative initiatives. Her accomplishments include overseeing the construction of the veterans’ home projects and overseeing the completion of new construction projects, on budget and on time, to include the Secure Storage Facility, District One facility, new Crime lab, new CYFD building, Pinetree Phase 2 and 3. She also oversaw the development of a nationally recognized chief procurement officer training program.

Silva graduated with a Bachelor of Business Administration, Accounting and Finance, from the University of New Mexico in 2000.

Silva’s leadership in facilities management and procurement has fostered collaboration across government agencies, strengthened financial stewardship, and prioritized long-term planning to meet the state’s evolving needs.

GSD provides seven key services to other state agencies:  Printing; Purchasing; Risk Management (acting as the state’s insurer and health care manager); Facilities Management (lease management and major capital construction, maintenance, utilities, and security of state owned facilities); and, Transportation Services (surplus property, vehicle and aircraft fleet operations).

  • Open and transparent handling of damage claims, to the extent allowed by law.
